GENERAL SUMMARY
Performs routine (journey-level) managerial work administering the daily operations and activities of the Archives unit of the Texas State Library and Archives Commission. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving goals; evaluating and coordinating activities. Plans, assigns, and supervises the work of others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL TASKS

  • Plans and manages the State Archives Department.
  • Oversee staff including conducting performance appraisals and creating development and retention plans.
  • Recommend, develop, and implement policies and procedures related to archival collections and monitor compliance.
  • Consult with state agencies and regional historical resources depositories regarding final disposition of records.
  • Assist in reviewing agency records schedules and requests to dispose of public records.
  • Develop budget requests, monitor expenditures, and related vendor performance.
  • Oversee review of records in accordance with provisions of the Texas Public Information Act (PIA).
  • Attend work regularly and in accordance with agency leave and attendance policies.
  • Comply with all applicable agency policies and procedures, including safety and standards of conduct.

OTHER TASKS

  • Research, write, prepare, and present information virtually or in person.
  • Conduct special projects and represent the agency as assigned by the Division Director.

MINIMUM QUALIFICATIONS

  • Master's degree in Library and Information Science, History, Government, American Studies, or related field.
  • Three years professional experience performing archival duties in a government archives.
  • Two years experience with records management principles, practices, and procedures.
  • Two years’ experience hiring, training, and supervising staff.
  • Ability to apply innovative ideas to improve the operation of the Archives Services unit.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Ability to move boxes weighing up to 40 pounds.
  • Ability to direct and oversee the work of others.
  • Ability to work well with a wide variety of persons in and outside the division.
  • Ability to speak before groups and to communicate and deal effectively with all levels of state and local government, staff and the public.

PREFERRED QUALIFICATIONS

  • Experience managing an archival service area, such as appraisal, processing, or reference.
  • Experience in the appraisal of government records and manuscript materials.
  • Experience in the application of descriptive standards for archival records.
  • Experience working with ArchivesSpace.
  • Experience working with the Preservica preservation system.
  • Experience in responding to Texas Public Information Act requests.
  • Ability to speak, read and write Spanish.
  • Coursework in US or Texas history and government.
  • Certified Archivist designation.
  • Digital Archives Specialist certification.

OTHER REQUIREMENTS

  • College transcripts (undergraduate and graduate) must be submitted at the time of application.
  • Portfolio of writing samples including finding aids, correspondence, reports, and articles or instructional materials.
  • Applicants selected for interview will make a 15-minute presentation on a designated topic at the time of the interview to assess ability to provide instruction and make public presentations.
  • Occasional overtime work, including night and weekends may be required.
  • Travel by personal auto and commercial air occasionally required.
  • Criminal history check will be required of successful applicant.
  • Ability to work in a non-smoking environment.

SUPERVISION

  • Reports to Director, Archives and Information Services Division.
  • Supervises: Archivist IV, III, II and I positions; Electronic Records Specialists; Digital Asset Coordinator; students and volunteers.
